[Talk-cz] User using imagery with incompatible licence

Dear DWG, user "Kremator" is generating hundreds of changesets with imagery_used including tiles from Mapy.cz, which do not have a compatible licence. See link below for the start of the relevant thread on local talk. Would it be possible to prevent him from any further edits until he starts communicating?
